Cost estimation for relix relational algebra trees.

This module provides a lightweight cost model that maps a RelNode expression — resolved against a SymbolTable — to either a coarse CostTier or, when leaf relations carry RelationStatistics supplied through a StatisticsSource, a numeric row-count estimate. It sits below both the query optimizer (which uses it for join-input reordering) and the execution engine (which uses it to choose the build side of a hash join), so neither needs to depend on the other.
